NYACP/BU CME Pain Management Course
This course fulfills NY’s mandated 3-hours of CME training in addiction and pain management for prescribers as required by NY Public Health Law Sec. 3309-A(3).

What You Need to Know
- Target Audience: Physicians, nurse practitioners, residents, registered nurses, nurses, physician assistants, dentists, and pharmacists.
- CME/MOC: The NYACP/BU educational activity will offer participants 3 Hours of AMA PRA Category 1
Credits™ in addition to 3 MOC Points through the American Board of Internal Medicine's (ABIM) Maintenance of Certification (MOC) program. - Licensed prescribers in NY are mandated to complete 3 hours of training every 3 years.
- Newly licensed prescribers are mandated to complete training within 1 year of receipt of your license and every three years thereafter.
- For Residents prescribing under a hospital or facility DEA number:
- Residents must complete the course within 1 year of the start of their residency and every 3 years thereafter
- Hospitals must attest that ALL residents prescribing under their institutional DEA number have completed the required training
- The course is $25.00.
- To be in compliance, prescribers must file the self attestation after completing the course.

New Course Takers
New course takers must register for an account. Use your e-mail address as your username and create a password.
Returning Course Takers
Access your existing account by entering your username (email address) and password that you created upon initial course registration.
Important Navigation Tip
If you choose to exit the course with the intent to return and complete at a later time, you must NOTE your position in the course prior to exiting (by slide number or recorded time). Upon resuming the course, it will automatically DEFAULT to the beginning of course. You can then use the navigation bar below the power point to find exactly where you left off within the module. When returning to the course go to the Scope of Pain page and log back in using the username (your email address ) and the password you created at initial registration. If you forgot your password, click forgot password and you will be emailed a new one.
Certificates
Upon completion, you should print 2 separate certificates. One certificate for the 2-hours of SCOPE and one certificate for the additional New York specific content. These should be retained for your files.
Attestation
To be in compliance, prescribers must file the self attestation after completing the course. To submit your attestation online, access your Health Commerce System (HCS) account and follow these steps:
After logging in to the HCS website:
1. Top Right under “my content”
2. Select “ALL applications” then
3. Browse by letter “N” and the first application name is “Narcotic Education Attestation Tracking (NEAT)”
4. Select “NEAT”

Prescribers that do not have access to a computer can request a paper attestation form by calling the Bureau of Narcotic Enforcement (BNE) toll-free at 1-866-529-1890. They may then complete the form and return it by mail to the address provided.
For auditing purposes, you should keep your course completion documentation for a minimum of six years from the date of the attestation deadline. Documentation must include the name of the course provider, name of the course, location it occurred, date it occurred, and number of hours completed.
Legislation in New York requires healthcare professionals who prescribe pain medication to complete three hours of Continuing Medical Education (CME) on addiction and pain management every three years.
NYACP, in collaboration with Boston University School of Medicine, is providing this course in response to NYS Public Health Law Section 3309-A, enacted in 2016, which requires professionals licensed under Title 8 of the NYS Education Law with a valid DEA number and every medical resident prescribing under a hospital or facility DEA number to complete a 3-hour training course covering the following specific elements:
- State and Federal laws on the prescribing of controlled substances
- Pain Management
- Appropriate Prescribing
- Managing Acute Pain
- Palliative Medicine
- Prevention/Screening/Signs of Addiction
- Responses to Abuse and Addiction
- End of Life Care
This course is designed in three modules. The first two modules are the highly acclaimed Boston University School of Medicine Safer/Competent Opioid Prescribing Education (SCOPE of Pain) Course. The 3rd module contains the elements required by the New York State law not covered in the SCOPE course.
The initial NYACP-BU online course was launched in early 2017, but it has been updated to assist physicians and other healthcare prescribers in managing pain by the use of alternative treatment and medication options.

Courses Acceptable to the Department of Health: The Department of Health has indicated that any course accredited for continuing education by any organization serving professionals licensed under title eight of the education law to treat humans and registered under the federal controlled substances act and in possession of a DEA registration number, and every medical resident who is prescribing under a facility DEA registration number shall satisfy the requirement as long as the course content meets all 8 topical requirements under the statute, and is at least three hours in length (see the course content section). For physicians, nurses and other allied health professionals, this means that the NYACP/BU CME/MOC accreditation meets this requirement.
Physicians: This activity has been planned and implemented in accordance with the accreditation requirements and policies of the Accreditation Council for Continuing Medical Education (ACCME) through the joint providership of Boston University School of Medicine and New York Chapter, American College of Physicians. Boston University School of Medicine is accredited by the ACCME to provide continuing medical education for physicians.
Boston University School of Medicine designates this enduring material CME activity for a maximum of 3 AMA PRA Category 1 Credit(s)™. Physicians should claim only the credit commensurate with the extent of their participation in the activity.
Nurses: This educational activity has been provided by Continuing Nursing Education Provider Unit, Boston University School for Medicine and jointly provided by New York Chapter, American College of Physicians.
Continuing Nursing Education Provider Unit, Boston University School of Medicine is accredited as a provider of continuing nursing education by the American Nurses Credentialing Center's Commission on Accreditation.

In order to receive credit, participants must view the content and complete the post-test and evaluation. Participants who receive a grade of 70% or greater on the post-test will receive credit.
ABIM MOC Part 2: Successful completion of this CME activity, which includes participation in the evaluation component, enables the participant to earn up to 3 MOC point and patient safety MOC credit in the American Board of Internal Medicine's (ABIM) Maintenance of Certification (MOC) program. Participants will earn MOC points equivalent to the amount of CME credits claimed for the activity. It is the CME activity provider's responsibility to submit participant completion information to ACCME for the purpose of granting ABIM MOC credit.
